In addition to a number of other features, this one is integrated with some text scanning, so "/* todo: Stuff */" will show "Stuff" as an item to complete, etc.

A text-based GTD system all within emacs. Using tramp, I'm sure it would work for a centralized, network hosted system.
Interestingly, it points to something called Muse which is evidently an emacs mode that allows wiki-style links between text files.
